SOMEONE should perhaps buy our new Prime Minister a cowboy hat, blue jeans and a good holster. Nothing to do with the unkind taunts about the Brokeback Coalition.

In the firing line in the last fortnight have been Israel for turning Gaza into a "prison camp". And then Pakistan, which he virtually accused of exporting terror.

Whether they're deserving targets or not, he should be given credit for saying what he thinks and then standing by his words.

But last week he took aim and pulled the trigger, only to see the pistol backfire.

I am not talking about his gaffe about a nuclear Iran, because that is what it was... a mistake, a slip of the tongue.

No, more incendiary domestically were his remarks about council housing.

He was proposing fixedterm lettings of five or 10 years instead of the current promise that a council home is for life.

His point was that when family cicumstances change or children leave home, tenants could move to smaller accommodation freeing up the bigger house for those in greater need.

Critics have been quick to point out that it flies in the face of everything the Tories have been saying about the socalled Big Society and tackling petty crime.

The Conservatives have been looking to communities to start helping themselves more, to try to stamp out yobbish behaviour and to improve their own neighbourhoods.

But many of the real social problems are on council estates and to improve things you need families to feel they belong, to feel they have security of tenure and to believe they're making a home for life.

Only then will they feel a sense of community and be able to get together to act.

If tenancies are often changing, with different people moving in and out and the population of an estate is transient, then the chances are it will have the opposite effect and lead to ghettoes and more problems.

Housing experts say the estates with the highest levels of social problems tend to have an unusually high turnover of tenants.

Housing swaps, where council tenants will be able to switch their homes with others who live elsewhere, is a policy that does work. But Mr Cameron's proposals take things a good deal further.

In short, the idea needs thinking through. The obvious answer is to build more social housing. But the spending cuts make that very unlikely.

The Lib Dems are already up in arms and disowning the policy.

They say no such plan was ever discussed by the coalition. And it is just Christian louboutin flats the sort of issue that will expose the divisions everyone knows are there. David Cameron's interests at the moment lie in keeping the Government together. So now is probably not the time to pick a fight over an issue as delicate as social housing.
